Brian Poe delivers keynote address at United Nations AI forum in Vienna

MANILA, Philippines — Rep. Brian Poe, chairman of the Global AI Council Philippines, attended the esteemed AI for Developing Countries forum, “Bridging Capital: Public-Private AI Infrastructure in the Philippines.”

In his compelling keynote address, Poe emphasized the urgent need for artificial intelligence (AI) integration as a vital tool for national development.

“Artificial Intelligence is no longer a technology of the future. It is here—reshaping economies, redefining industries, and reimagining how societies function,” Poe stated, highlighting the transformative impact of AI across various sectors.

In his speech, Poe outlined the commitment of the Philippines to embrace AI innovation through legislative efforts. “In the Philippines, we’ve decided that we cannot afford to be left behind. That is why, in our 20th Congress, I filed House Bill No. 1136, calling for the creation of a National Center for Artificial Intelligence Research and Development. This Center is not just about creating a government office. It’s about creating a platform for public-private collaboration.”

Poe underscored the importance of ensuring that AI serves humanity, stating, “AI must serve people — not replace them, not control them, but empower them. Friends, AI is not just about machine learning. It’s about humanity learning how to build a future together.”

Addressing the challenges faced by developing nations, he posed a critical question: “Do we stand by and watch as AI becomes another force that divides the world into haves and have-nots? Or do we step forward—boldly, collaboratively, and inclusively—to ensure AI becomes a bridge, not a barrier”

Poe declared, “The Philippines chooses to build that bridge. We choose to invest in AI as a national development strategy, not a luxury. We choose to work with partners—investors, innovators, governments, and communities — to co-create AI solutions that solve real problems for real people.”

He extended an invitation to global leaders and organizations to join his vision: “Let’s build AI infrastructure that leaves no one behind. Let’s bridge capital and courage, vision and action, innovation and inclusion. Let’s start building this future—together, today.”

The forum in Vienna served as a significant platform for representatives from various countries to discuss the critical role of AI in national development, emphasizing collaboration between the public and private sectors. Congressman Poe’s passionate address has invigorated the call for inclusive AI strategies that can empower communities in the Philippines and beyond.

Poe also cited Negros Occidental Rep.  Javi Benitez’s House Resolution 47 urging the house to form a special committee on artificial intelligence. Stating he looks forward to working with Congressman Benitez on pushing for AI development and industry in the Philippines.

Both Poe and Benitez are part of the newly minted “hotshots” block in Congress. Though unofficial, they seem to be working closely on advancing forward-thinking public policy, including tighter restrictions on online gambling and developing the education sector. Other members include Reps. Ryan Recto, Leandro Leviste, and Andrew Romualdez.
